Merge GitHub stacked pull requests with the merge queue

Queue any member of a GitHub-native stacked pull request: Mergify evaluates your queue rules and CI on it and merges it through GitHub’s asynchronous Merge API, landing the stack in order.

Mergify’s bypass mode must be set to Exempt on any repository ruleset protecting the target branch — that is the only bypass mode GitHub’s Merge API honors.
